Neal Sacon, J.D., LL.M., is a lawyer & accountant with over 30 years of experience in project development and investment fund management in the community development sector, including direct responsibility for over $800 million in NMTC and ITC asset portfolios as a Chief Financial & Operating Officer and as technical advisor and asset manager to CDEs collectively with more than $1.4 billion of allocation. Prior to that, Neal was legal and financial adviser to syndicators and developers investing more than $750 million in affordable housing. He is a specialist in structured finance and financial operations, has an advanced degree in federal income taxation, and has had primary approval responsibility for countless complex transaction documents, deal closings, financial models, audit reports and tax returns. Neal has practiced law in Washington since 2007 and in Massachusetts since 1990.

 

Neal has been an innovator in the development of affordable housing techniques involving community land trusts and subsidy preservation since 1986, and was founding President of the Portland Community Land Trust (now Proud Ground). He is currently Treasurer of The Climate Trust, a non-profit organization at the leading edge of climate change mitigation; Proud Ground Advisory Board member; and is the principal organizer of a community-based forest products company, Goat Point Mill Works in Mill A, Washington.

Neal resides in rural Washington with his darling wife and two fantastic children. He has served as his community's Fire Chief since 2005; retired in 2014 as Search Coordinator for Skamania County's Wind River Search & Rescue organization; stands-in occasionally as an R & B band front-man; and has been an active ham radio operator since 1973
